Some banks cash checks for non-members, but many don't.  You can call a couple of banks that are convenient to you to see if they do.  There are also seedy check-cashing businesses and some liquor stores that do it, but they charge a fee.

My wife and I got two $8 ones. I really don't remember reading the part about how the amount would be decreased if the number of applicants was to high, then again reading all the fine print has never been my strong suit. It appears as though they had to pay out around $7 million total, guess I shouldn't have told so many people about it, I could have had an extra few cents.

haha well i have a bank, but i'm still using my credit union in NC? So i have direct deposit for my paychecks and that's all fine but I don't have any actual branches of my bank that i can go into to cash a check. It's rarely a problem because WHO USES CHECKS but i've been meaning to get an account with a bank that is more accessible... i just haven't gotten around to it because i have sooooo much shit linked to my current account and it's gonna be a huge hassle. THE END

if the check is issued by bank of the west should they be able to cash it? is that a thing?

Generally, yes. But they may charge you a fee for this, making it not worth it since the check is for so little. Some banks don't cash checks at all for non-members.
